Project Grant Open Call[编辑]

This is the announcement for the Project Grants program open call that started on January 11, with the submission deadline of February 10, 2021.
This first open call will be focussed on Community Organizing proposals. A second open call focused on research and software proposals is scheduled from February 15 with a submission deadline of March 16, 2021.

For the Round 1 open call, we invite you to propose grant applications that fall under community development and organizing (offline and online) categories. Project Grant funds are available to support individuals, groups, and organizations to implement new experiments and proven ideas, from organizing a better process on your wiki, coordinating a campaign or editathon series to providing other support for community building. We offer the following resources to help you plan your project and complete a grant proposal:

Join us for #Upcoming_Proposal_Clinics|real-time discussions with Program Officers and select thematic experts and get live feedback about your Project Grants proposal. 通用行为准则（UCoC）提供所有人参与维基媒体运动以及专案时需要遵守的即可接受的行为准则。目前该准则制定进入第二阶段，尽力清楚概述其执行方式，你可以在通用行为准则专案页面中阅读到更多整个专案的资讯。

Global bot policy changes[编辑]

I apologize for sending a message in English. 请帮助翻译至您的语言. According to the list, your wiki project is currently opted in to the global bot policy. As such, I want to let you know about some changes that were made after the global RfC was closed.

Global bots are now subject to a 2 week discussion, and it'll be publicized via a MassMessage list, available at Bot policy/New global bot discussion on Meta. Please subscribe yourself or your wiki if you are interested in new global bots proposals.
For a bot to be considered for approval, it must demonstrate it is welcomed in multiple projects, and a good way to do that is to have the bot flag on at least 5 wikis for a single task.
The bot operator should make sure to adhere to the wiki's preference as related to the use of the bot flag (i.e., if a wiki doesn't want a bot to use the flag as it edits, that should be followed).

Line numbering coming soon to all wikis[编辑]

From April 15, you can enable line numbering in some wikitext editors - for now in the template namespace, coming to more namespaces soon. This will make it easier to detect line breaks and to refer to a particular line in discussions. These numbers will be shown if you enable the syntax highlighting feature (CodeMirror extension), which is supported in the 2010 and 2017 wikitext editors.

如何将页面的蓝色转为默认的白色？[编辑]

(：)回应：登录账户后，点击位于页面右上角的“参数设置”链接，跳转到设置页面后，再单击“显示”选项卡，找到其中最前面的名为“皮肤”的设置，选择那个“MonoBook”并保存即可。如果觉得默认的几种主题不是很好看，那就需要自己写CSS规则覆盖网站自带的样式表。另外，CSS当初有这样的无障碍设计，即支持从本地加载自定义的CSS文件覆盖所浏览网站的默认样式设置，目的是方便那些色盲色弱或视力弱的人根据自己需要强行调整部分区域的字体大小或风格配色。但是现在的浏览器厂商对这一功能的具体支持程度可能不太一致，我猜测主流的浏览器至少还是会支持通过使用插件实现网页换肤。具体用法我也不清楚，要问Google或是那些快乐的码农。 -- Giggle2005 (留言) 2021年6月11日 (五) 11:27 (UTC)[回复]

(：)回应：看维基百科那边的用户样式帮助页上说，先选择一种已有风格（比如vector皮肤）作为基础，然后通过追加自定义规则，补充所需的特定修改即可（比如就只在原有基础上多改个底色）。如果风格改乱了，就先恢复默认设置，再重新选择一种风格。至于如何判断应该使用CSS语法修改网页中的哪个东东的颜色，在浏览器中按快捷键F12（至少在FireFox浏览器中是按这个键）开启网页调试模式，就可以通过鼠标点选的方式查看每一块区域对应的HTML及CSS源码，看看是哪一处设置不对劲。如果熟悉CSS语法规则的话，完全可以在调试模式中实时修改查询到的样式规则，用于进行临时性的效果测试。

可以发现维基教科书中页面的蓝底色实际上是来源于一个在网页源码中ID为“content”的区域的背景色，因为修改它的背景色属性就能达到从蓝变白的目的。那么我感觉在自定义样式表中加入下面这条样式规则应该就可以了（对，考虑到原理不复杂，我就没有做测试……）：

#content {
    background-color: #FFFFFF;
}

它只是用ID选择符（#）选中了ID为“content”的区域，再修改其背景色（background-color）属性为白色（编码为#FFFFFF，如果不写#FFFFFF，而是直接填写单词white应该也行）。

另外，我顺手找到一篇文章也是讲自定义风格的做法，可以参考一下。

(：)回应：不客气，解决了就行。至于那2处色彩值改动的话，应该将其中的第一个“F8FCFF”换为“FFFFFF”就够了，因为它修改的就是ID为“content”的区域背景色；至于后一个含“F8FCFF”的规则，意图修改的是在“content”内部的类型为“div”且class属性为“thumb”子区域的边框色彩（border-color），也就是缩略图的边框色。不过顺便提一句，后一个色彩设置虽然它的本意是要修改页面内缩略图边框色彩的，但是呢，由于默认情况下缩略图的外框并未明确指定（至少目前是这样）边框样式（border-style）属性，所以设置其边框色彩值并不会显示出任何实际效果，相对于是规则指定得不够完整（边框风格、边框粗细、边框色彩一般要都指定清楚，不应该缺少其中某些部分）而导致的无效操作。

选择淡蓝色可能是觉得它像是“护眼色”？（其实平时根本就没有人来看，所以无所谓护眼与否。我猜极有可能只是管理员怕大家分不清楚（比如偶尔在维基百科上嗨编辑战的时候跑错了阵地……），就用这样的方式和维基百科划清界限。）具体不太清楚哈。 -- Giggle2005 (留言) 2021年6月13日 (日) 00:11 (UTC)[回复]

Wikimania 2021: Individual Program Submissions[编辑]

Wikimania 2021 will be hosted virtually for the first time in the event's 15-year history. Since there is no in-person host, the event is being organized by a diverse group of Wikimedia volunteers that form the Core Organizing Team (COT) for Wikimania 2021.

Event Program - Individuals or a group of individuals can submit their session proposals to be a part of the program. There will be translation support for sessions provided in a number of languages. See more information here.

今年早些时候，编辑团队对回复工具进行了一项大型研究，旨在找出回复工具是否有助于新编辑在维基上进行交流。第二个目标是查看与使用现有维基文本页面编辑发表的评论相比，新编辑是否更频繁地回复使用该工具发表的评论。

主要结果是：

拥有自动（默认开启）回复工具访问权限的新编辑更有可能在讨论页上发表评论。
与新编辑使用页面编辑所做的评论相比，新编辑者使用回复工具发表的评论也不太可能被回退。

这些结果使编辑团队相信该工具很有用。

未来展望

在接下来的几个月内，工作团队预计以默认开启的方式开放回复工具给所有使用者；而这套模式已经在阿拉伯、捷克与匈牙利文版本的维基百科中使用。

Server switch[编辑]

The Wikimedia Foundation tests the switch between its first and secondary data centers. This will make sure that Wikipedia and the other Wikimedia wikis can stay online even after a disaster. To make sure everything is working, the Wikimedia Technology department needs to do a planned test. This test will show if they can reliably switch from one data centre to the other. It requires many teams to prepare for the test and to be available to fix any unexpected problems.

Unfortunately, because of some limitations in MediaWiki, all editing must stop while the switch is made. We apologize for this disruption, and we are working to minimize it in the future.

You will be able to read, but not edit, all wikis for a short period of time.

You will not be able to edit for up to an hour on Tuesday, 29 June 2021. The test will start at 14:00 UTC (07:00 PDT, 10:00 EDT, 15:00 WEST/BST, 16:00 CEST, 19:30 IST, 23:00 JST, and in New Zealand at 02:00 NZST on Wednesday 30 June).
If you try to edit or save during these times, you will see an error message. We hope that no edits will be lost during these minutes, but we can't guarantee it. If you see the error message, then please wait until everything is back to normal. Then you should be able to save your edit. But, we recommend that you make a copy of your changes first, just in case.

Other effects:

Background jobs will be slower and some may be dropped. Red links might not be updated as quickly as normal. If you create an article that is already linked somewhere else, the link will stay red longer than usual. Some long-running scripts will have to be stopped.
There will be code freezes for the week of June 28. Non-essential code deployments will not happen.

This project may be postponed if necessary. You can read the schedule at wikitech.wikimedia.org. Any changes will be announced in the schedule. There will be more notifications about this. A banner will be displayed on all wikis 30 minutes before this operation happens. Please share this information with your community.

Call for Candidates for the Movement Charter Drafting Committee[编辑]

Movement Strategy announces the Call for Candidates for the Movement Charter Drafting Committee. The Call opens August 2, 2021 and closes September 1, 2021.

The Committee is expected to represent diversity in the Movement. Diversity includes gender, language, geography, and experience. This comprises participation in projects, affiliates, and the Wikimedia Foundation.

English fluency is not required to become a member. If needed, translation and interpretation support is provided. Members will receive an allowance to offset participation costs. It is US$100 every two months.

We are looking for people who have some of the following skills:

Know how to write collaboratively. (demonstrated experience is a plus)
Are ready to find compromises.
Focus on inclusion and diversity.
Have knowledge of community consultations.
Have intercultural communication experience.
Have governance or organization experience in non-profits or communities.
Have experience negotiating with different parties.

The Committee is expected to start with 15 people. If there are 20 or more candidates, a mixed election and selection process will happen. If there are 19 or fewer candidates, then the process of selection without election takes place.

Universal Code of Conduct - Enforcement draft guidelines review[编辑]

The Universal Code of Conduct Phase 2 drafting committee would like comments about the enforcement draft guidelines for the Universal Code of Conduct (UCoC). This review period is planned to begin 17 August 2021.

Community and staff members collaborated to develop these draft guidelines based on consultations, discussions, and research. These guidelines are not final but you can help move the progress forward. Provide comments about these guidelines by 17 October 2021. The committee will be revising the guidelines based upon community input.

Everyone may share comments in a number of places. Facilitators welcome comments in any language on the draft review talk page or by email. Comments can also be shared on talk pages of translations, at local discussions, or during round-table discussions and conversation hours.

Wikimedia Foundation Election 2021 is now stated[编辑]

Voting for the 2021 Board of Trustees election is now open. Candidates from the community were asked to submit their candidacy. After a three week long Call for Candidates, there are 19 candidates for the 2021 election.

The Wikimedia Foundation Board of Trustees oversees the Wikimedia Foundation's operations. The Board wants to improve their competences and diversity as a team. They have shared the areas of expertise that they are hoping to cover with new trustees.

The Wikimedia movement has the opportunity to select candidates who have the qualities to best serve the needs of the movement for the next several years. The Board is expected to select the four most voted candidates to serve as trustees. This term starts in September and lasts for three years. Learn more about the Board of Trustees in this short video.

Vote now until August 31.

Candidates from across the movement have submitted their candidatures. Learn about each candidate to inform your vote. The community submitted questions for the candidates to answer during the campaign. Candidates answered the list of community questions collated by the Elections Committee on Meta.

Voting for the 2021 Board of Trustees election opened on 18 August 2021 and closes on 31 August 2021. The Elections Committee chose Single Transferable Vote for the voting system. The benefit of this is voters can rank their choices in order of preference. Learn more about voting requirements, how to vote, and frequently asked questions about voting.

Please help in the selection of those people who best fit the needs of the movement at this time. Vote and spread the word so more people can vote for candidates. Those selected will help guide the Wikimedia Foundation and support the needs of the movement over the next few years.

Thank you for participating in the 2021 Wikimedia Foundation Board of Trustees election! Voting closed August 31 at 23:59. The official data, including the four most voted candidates, will be announced as soon as the Elections Committee completes their review of the ballots. The official announcement of the new trustees appointed will happen later, once the selected candidates have been confirmed by the Board.

6,946 community members from 216 wiki projects have voted. This makes 10.2% global participation, 1.1% higher than in the last Board elections. In 2017, 5167 people from 202 wiki projects cast their vote. A full analysis is planned to be published in a few days when the confirmed results are announced. In the meantime, you can check the data produced during the election.

Diversity was an important goal with these elections. Messages about the Board election were translated into 61 languages. This outreach worked well. There were 70 communities with eligible voters voting in this election for the first time. With your help, next year’s Board of Trustees election will be even better. Participate in the Universal Code of Conduct Roundtable[编辑]

The Movement Strategy and Governance facilitation team is hosting Roundtable discussions on 18 September 2021 at 03:00 UTC and 15:00 UTC for Wikimedians to talk together about how to enforce the Universal Code of Conduct . These calls are part of the Universal Code of Conduct project Phase 2 Enforcement draft guidelines review (EDGR).

Each session will last for 90 to 120 minutes and translation support for various languages will be provided. Also, sessions in specific languages may also be held depending on demand. Community members are encouraged to sign up in advance and add the topic to discuss during roundtable session.

If you are not able to make the roundtable session, you can provide the comments are at the draft review talk page in any language, talk pages of translations, and local discussions.

Movement Charter Drafting Committee - Community Elections to take place October 11 - 24[编辑]

Dear fellow Wikimedians,

This is an update from the Movement Charter process. We have closed the call for candidates on September 14 for the Drafting Committee and now have a pool of candidates with diverse backgrounds to choose from.

The 15 member committee will be selected with a 3-step process:

Election process for project communities to elect 7 members of the committee.
Selection process for affiliates to select 6 members of the committee.
Wikimedia Foundation process to appoint 2 members of the committee.

Communities elect 7 members: This announcement is related to the community elections, which will take place in a time period of 2 weeks from October 11 to October 24. We look forward to a wide participation across the communities to create the committee to curate the writing of the Movement Charter. The Election Results will be published on November 1.

Affiliates select 6 members: Parallel to the election process, all affiliates asked to contribute as well: All affiliates were divided into eight geographic and one ‘thematic’ region (check the list), and each region chooses one person who will act as a selector for that region. These 9 selectors will come together to select 6 of the committee (from the same pool of candidates). The selection results will be published on November 1.

Wikimedia Foundation appoints 2 members: Finally, the Wikimedia Foundation will appoint two members to the committee by November 1.

All three processes will be concluded by November 1, 2021, so that the Movement Charter Drafting Committee can start working by then.

Universal Code of Conduct Draft Enforcement Guidelines review still needs your ideas and opinions[编辑]

Hello, this is just a reminder that the Universal Code of Conduct Draft Enforcement Guidelines are open for review and comment. The Drafting Committee will start working on revisions and improvement in less than two weeks (October 17), so it is important that you give them your ideas and opinions soon!

There is now a short, simple version of the Draft Guidelines here to make your review easier. If possible, also help translate the short version into more languages!

We will also hold one last conversation hour on October 15, 2021 03:00 and 14:00 UTC.

On behalf of the Drafting Committee, much thanks to everyone who has given ideas so far. We hope to hear from more of you - the Guidelines will be much stronger if more opinions are included.

Voting for the election for the members for the Movement Charter drafting committee is now open. In total, 70 Wikimedians from around the world are running for 7 seats in these elections.

Voting is open from October 12 to October 24, 2021.

The committee will consist of 15 members in total: The online communities vote for 7 members, 6 members will be selected by the Wikimedia affiliates through a parallel process, and 2 members will be appointed by the Wikimedia Foundation. The plan is to assemble the committee by November 1, 2021.

通用行为准则执行指南草案评论期即将结束[编辑]

诚挚邀请大家持续就通用行为准则的执行指南进行评论与对话，让维基运动有一个强而有力的通用行为准则。

因为评论期即将结束，所以如果您尚未提供评论，11月底前都还能够提交。起草委员会正持续进行会议，也想在进行更新时将所有评论都纳入考虑。委员会期望能在年底前完成修订，而修订后的指南也会尽快发布。

11月29日（星期一）将会有一个关于批准的对话，欢迎大家参与圆桌讨论。本次讨论是全球对话，时间安排对中文社群来说可能未必理想。因此考虑近日另外加开中文对话供大家讨论，也请大家踊跃表达参与意愿。非常期待能够听到您对批准一事的意见。
